Virginia Lottery Director Leaving For Richmond

The director of the Virginia lottery is leaving state government for a position in Richmond.

Sheila Hill-Christian is leaving the Virginia lottery to become Richmond's chief administrative officer under Richmond mayor Doug Wilder. Wilder made the announcement Friday.

He says Hill-Christian will replace Deputy CAO Harry Black in 30 days. Hill-Christian was appointed lottery director in May 2006 by Governor Tim Kaine. She also has served as executive director of Richmond Redevelopment and Housing Authority, the chief operating officer of GRTC Transit System and assistant city manager in Richmond.

She also ran the state juvenile-justice program under GOP Senator George Allen. A confirmation process is expected to take place in the next 30 days, Wilder says Black will return to his previous job as chief
financial officer.
