"Without further a due, the next governor of Virginia, Tim Kaine!" announced one state legislator.

"The next governor of the Commonwealth of Virginia, Jerry Kilgore!" announced another.

The race is on for the top spot in Virginia.

Former Attorney General Jerry Kilgore and Lieutenant Governor Tim Kaine's campaign trail took them to Charlottesville on Wednesday, March 23. Here they outlined their proposed agendas as governor while getting those much needed signatures.

From behind a podium at the DoubleTree Hotel, Republican Kilgore outlined his goals for Virginia. Pushing for reform and honesty, Kilgore expressed his concern for a problem all too familiar to Charlottesville, rising property taxes.

"We've seen a huge increase of 20-30 percent of real estate tax assessment in Virginia, particularly here in this region," Kilgore told CBS19/ABC16 News.

To tackle this problem, Kilgore suggested a five percent cap on the tax.

"Local governments will now have to set the property tax rate in a fair and open manner. Property owners are no longer going to be forced to make a decision whether or not to move out of their homes to pay their taxes," declared Kilgore.

Meanwhile, over at the Nook on the downtown mall, in a notes-free speech, Kaine, a democrat, expressed the same concern for people being pushed out of their homes by escalating property taxes.

But instead of a cap, he proposed an exemption.

"Instead of rolling back the tax generally on classes of property, even on those that's aren't increasing, a Homestead Exemption allows a locality that's wrestling with reassessments to target tax relief right at homeowners," explained Kaine. Other states have the exemption and it would work perfectly in Virginia, said Kaine.

This campaign kick-off was just the beginning of what's to be a very heated race, causing candidates to rally and shout, as Kaine did, "Welcome to the race! Welcome to the race!"
