New Orleans mayor, Ray Nagin, is telling law enforcement officials to use force if necessary to remove those who aren't willing to evacuate the city.
"This is not a safe environment," said Mayor Nagin. "I understand the spirit is 'I don't want to abandoned my city,' it's okay."
New Orleans police officers, many who have served on the front line since day one, will go to Baton Rouge for five days for medical and metal evaluation. The U.S. Marshals will fill their shoes while they are gone.
One of the main levees has been repaired, leaving 60 percent of the city under water compared to 80 percent last week.
Water is being dropped on the city to control many fires that are believed to be arson.
"(I'm) disgusted that people would do that after all this that we're going through already it's the last thing we need," said one New Orleans resident.
U.S. Troops and the National Guard says the will continue rescue efforts until they can rescue everyone.
