Governor Bob McDonnell released on Monday his budget proposal for the next 2 years.
The proposal calls for a spending increases for indigent health care, conditional raises for teachers and a $128 million deposit into the state's rainy day reserves.
However, the budget being offered spends nearly $211 million more than it cuts.
McDonnell's proposal will next go to the General Assembly for review.
