One group of people from Chesterfield plans to fly a Confederate flag over Interstate 95 on Saturday.

A member of the Virginia Flaggers says the flag is intended to serve as a welcome to people visiting Richmond, and remind them of the history of the Commonwealth. The group has said the flag is not intended to offend.

More than 23,000 people have signed an online petition against hanging the flag, and have urged residents to fly American flags.
