Data Breach at Target Stores Impacts Virginia EPPICards

Jan. 3, 2014

The Virginia Department of Social Services (VDSS) is reporting that the data breach which occurred at Target retail/grocery stores between November 27 and December 15, 2013 has affected EPPICards used at Target during that time period.

These cards may include child support payments and Temporary Assistance for Needy Families (TANF) benefits. Customer names, debit card numbers, card expiration dates and the three-digit security codes located on the backs of cards may be among the information compromised.

A total of 3,986 EPPICards had data breached during the Target incident. Xerox, the vendor for Virginia’s EPPICard program, blocked all affected cards on January 1, 2014 and, as of that date; card holders no longer had use of their cards or access to their funds.

VDSS is working with Xerox and the Virginia Department of the Treasury to monitor the situation and keep affected cardholders informed. Xerox is making automated calls to affected cardholders indicating the cards are being replaced and mailed today. Xerox stated that VDSS customers will not be responsible for any fraud that occurs due to the theft of their information.

Customers can call EPPICard Customer Service at 800-961-8423 to obtain additional information.
