The woman arrested for a fatal hit and run in Richmond last week is no stranger to the law in Albemarle County.
This mug shot of Kelly Payne smiling was taken minutes after she was arrested for running down a Virginia man last week and police say this isn't the first time she was driving drunk or that she killed someone.
Payne is being held without bond. Arrested for driving drunk, and killing a man Tuesday. Payne had no license--it was taken away from her in 1992, when she was 19 after several DWI and reckless driving convictions in Albemarle County.
Police say Payne's done this before. She spent the last three and a half years in a Tennessee prison convicted of killing a 13-year-old girl with her car while drunk.
Richmond police say when Payne was arrested on Tuesday her blood alcohol level was three times the normal limit. They charged Payne with hit and run and DWI. Next week a grand jury decides whether to also charge her with murder.
