Governor Tim Kaine met with Democrats privately yesterday and said that talks about the transportation finance plan reached a level of seriousness that wasn't there last year.
Republican lawmakers say that they are close to announcing details of a plan they could support.
The plan could reportedly include tax and fee increases in Northern Virginia and stiff fines for traffic violations. It could also include higher real estate taxes on commercial property in Hampton Roads and Northern Virginia.
Northern Virginian Congressman Tom Davis visited Richmond recently and warned Republicans that they could lose seats in the General Assembly if voters don't see a meaningful transportation plan before next November's elections.
