Governor Tim Kaine announced Monday that Virginia has again been designated as the country's most business friendly state.
An annual independent study called Top Ten Pro Business States: America's Economy in the 21st Century makes the designations. Virginia was placed first among 50 states last August by Forbes in "Best States For Business."
Kaine says the recognition was validation for the hard work done to create a business environment. The study evaluated states based on 28 factors including taxes, human resources, and jobs lost or gain.
Included in the top five states were South Carolina, Florida, North Carolina, and Utah.
