The Charlottesville City Council heard from concerned residents about both the $123 million proposed budget and the proposed tax rate.
It was a standing room only crowd at City Hall. Several people displayed concern over their rising property taxes. The proposed rate is 99 cents per hundred dollars, the same as last year, but people say it's causing a hardship because assessments keep rising.
"I think it is grossly unfair. I think you are forcing me to consider selling and moving out of the City because I can't afford to live here anymore," said Richard Berman.
"I expect to see some increase each year but the increase is getting to the point that it really is time to start decreasing it," said Mark Kavit.
City Councilors will have two work sessions on the budget before having another public hearing on April 2.
