Independent Panel Reviewing VT Tragedy Announced

Governor Kaine announced the members of the independent panel that will review the Virginia Tech tragedy Thursday.

The review panel will be led by retired Virginia State Police Superintendent Colonel Gerald Massengill. The panel will include former U.S. Secretary of Homeland Security Tom Ridge and nationally-recognized experts in higher education and mental health.

Kaine said that the panel will begin to work as soon as possible and anticipates a preliminary review could be completed by the fall. The panel will submit a report in two to three months on shooter Cho Seung-Hui's mental history and the police response to the crisis.

Massengill said Wednesday that it was premature to judge school officials for not locking down the school after the first shooting. He says that the group will also look into campus police tactics, academic free speech, the privacy of medical records, the rights of people with behavioral disabilities and how free college campuses can be.
