Joseph Samaha's daughter Reema Samaha was one of the victim's killed by Virginia Tech gunman Seung-Hui Cho. Officials say that Cho was ordered to get mental health treatment from the state but at this time it is still a mystery whether or not he did. But he was still allowed to buy guns.
Samaha told lawmakers that 4/16 was there 9/11 and that it was time for them to become proactive and not reactive on legislation to close loopholes.
