City council had its first 2013 meeting to look at the 2014 budget.

Counselors met for a work session to learn about and discuss staff's current recommendations. The budget has about a $100,000 deficit.

Council member Dave Norris said this amount is small enough that council won't have to raise taxes or make any other major cuts to balance the budget.

Members identified priorities such as capital projects, giving local non-profits and social service agencies more money, and, with continued state cuts, education.

"With state funding reductions, that's going to be probably the biggest issue we have to still grapple with, is how to make sure the schools get the funding they need. Part of that also entails what kind of cuts are the schools going to offer up," Norris said. Norris added that there's strong support on council for public schools in Charlottesville and that counselors "want to continue to offer an excellent public school system."

Thursday night's work session was the last before city staff formally presents the budget to city council and the public on at the city council meeting on March 4. Council will then have more work sessions on the budget and a community meeting throughout March and April.

Council will adopt the budget on April 9.
