Charlottesville City Council will vote on two parking fine increases at Monday night's meeting.

They will also continue to talk about considering a waiver system.

If you've never received a parking ticket in Charlottesville before but think one of these days your meter will run out before you get back to your car, you might be in luck.

Council is considering for a first-time violation of overtime parking, there would be no fine.

"I think if someone got it for free, then they wouldn't know next time. They would just keep making that mistake," said Dreena Bivona, who has not yet gotten a parking ticket in the city. "So why let someone do something twice when you can just stop them the first time."

But the second time the meter runs out, council is voting Monday to raise the fine from $15 to $20 and also for a violation of parking in a handicapped space, which will go from $100 to $180.

"If you're going to bump it up 80 bucks, people who can afford it will pay it as a cost of doing business downtown," said Bill Tillman, whose wife is handicapped. "I personally think they should just tow the car because they won't forget that. It's a lot more than 180 bucks."

Some people say not making some of these changes would cause a bigger issue, more than the money.

"If someone's in from out of town and doesn't know the area well, do you really want their first impression of Charlottesville to be a fee? A fine? I don't," said Adam Sylvester, a Charlottesville resident.
