Charlottesville City Council moved forward with congestion-easing changes to Hydraulic Road on Tuesday night.

City Council approved spending $400,000 to create better traffic flow for drivers headed west by creating an additional turn lane onto 29.

Council will take the money from from the city's Contingency Fund.

Originally, the money was to come from money leftover from other projects on Old Lynchburg Road and projects.

Residents of the Old Lynchburg Road neighborhood say those projects haven't been completed and appreciate Council's change of funding.

"When you are contemplating the proposal that they are about to move monies that they have put there for a project and the project is not completed, nor is it near completed," said Jeanne Chase, an Old Lynchburg Road resident. Chase spoke in public comment Tuesday night. "City council did an extraordinary step tonight with putting back in the element of trust."

Charlottesville will buy land from businesses near the Hydraulic Road intersection with Route 29 to create the lane. The city will make formal offers to the businesses for the land.
