A Fluvanna County man is in a northern Virginia jail after being charged with engaging in sexual acts with a minor.

On Monday, Police began investigating a report of two sexual assaults that allegedly occurred on Feb. 1 and Feb. 3 in Prince William County. The victim, a 14-year-old girl from Dumfries, told police that she had met with an unknown man, later identified as Brian Kutney, of Palmyra, through a teen chat room.

During the online conversations last month, the victim reported Kutney, 36, arranged to meet her on two different occasions. Police say he first came to Prince William County on Feb. 1 and met the minor in the parking lot of Forest Park High School in Woodbridge. Authorities say the second encounter happened on Feb. 3 in the parking lot of a hotel in Dumfries.

According to police, Kutney and the victim engaged in sexual acts on both occasions. He returned to Prince William County on Feb. 7, expecting to meet the victim against in the high school parking lot, but was instead arrested by police.

Kutney has been charged with two counts of carnal knowledge, two counts of taking indecent liberties with a minor and two counts of using a communication device to facilitate offenses with children.

He is being held without bond in the Prince William County Jail and will appear in court on March 27.

are you serious she is 14 he is 35 even if she did meet him a second time he is the adult she is a child we are either going to allow our children to be children or adults they can't be both we can not treat them as adults when they make mistakes. some one at home should have been validating her and she would have never felt the need to be in a chat room talking in the first place but to try and hold her accountable for being preyed upon is totally wrong no justifing that comment

She IS the victim no matter if she precipitated it or not! He is old enough to know better and had the chance to ignore her contact attempts, IF she did contact him the second time. He drove to a school, that is just crazy! I believe he was fully aware of what he was doing. He drove a ways and had plenty of time to think about what he was doing and turn around.

Is she really a victim? Or did she actually precipitate these encounters. In other words, did she call him after the first encounter to meet with her again with the explicit reason of another sexual encounter? If (AND THIS IS A BIG IF) this girl initiated the second encounter, then the 35-year old's culpability should be shared (BUT NEVER ELIMINATED). You can't just blame one party over the other because of their age. If these two each murdered someone based on an idea by the 14-year old, do we absolve her of because she was a minor? Or should both of them be looked upon as having equal roles in each of the murder (JUST PLAYING DEVIL'S ADVOCATE HERE). Or maybe we should prosecute her parents for allowing her to run amok?
