Gov. Bob McDonnell Monday will ceremonially sign Virginia's historic bipartisan transportation bill.
The deal raises more than $1 billion a year from statewide and regional funding sources to support highway projects that have been sitting idle.
The bill reduces the annual fee on hybrid cars and also cuts down on a vehicle titling tax increase.
McDonnell will sign the bipartisan bill at the Capitol.
