UPDATE: Nelson County Puts Embezzlement Suspect Back On Duty
Nelson County Emergency Services Coordinator Ray Uttaro has returned to work despite facing embezzlement charges.

A top county official accused of embezzling from Nelson County is back on the job. According to Nelson County Life, County Administrator Steve Carter approved Ray Uttaro's return to work. Uttaro was initially placed on administrative leave following his arrest.
Uttaro worked as the Emergency Services Coordinator and Animal Control Supervisor for Nelson County. Earlier this month he was accused of embezzling a donated TV that was meant for the Nelson County Emergency Communication Center. He is due in court for a hearing on February 22nd.
In an email sent to Nelson County Life, Carter said, "Ray Uttaro returned to work from administrative leave on Monday, December 19th. His responsibilities encompass emergency services and animal control."

Nelson County Life is reporting Emergency Services Coordinator Ray Uttaro has been formally charged with felony embezzlement.
CBS19's media partner confirmed the information with the Nelson County General District Court clerk's office after Uttaro reportedly turned himself in Wednesday afternoon. According to a warrant on file, the man who also serves as Nelson's Animal Control Supervisors has been charged in connection to a donation to his department that he allegedly kept for personal use.
Uttaro was processed and released on his own recognizance. The case is scheduled to be in court on Dec. 14.
His office was searched last week for electronic records pertaining to the donation of a 46” Sony Bravia HDTV. Investigators say he sent an email in February to the Crutchfield Headquarters in Charlottesville asking that they donate the TV to the county’s new Emergency Communications Center. According to the report, he picked up the TV that month, however, to date, the ECC does not have a 46” TV.
Uttaro claims the TV was too big for the ECC and was returned to Crutchfield, although the electronics store says it was never returned. Furthermore, investigators say Uttaro posted a picture to Facebook in April of a new flat screen TV mounted to a wall in his home.
After searching Uttaro’s office in the Nelson County Office Building, investigators seized two flash drives, a Dell laptop and two Dell modems in hopes of obtaining those emails and any other electronic communications regarding the TV.
CBS19's calls to Uttaro have not been returned. Both the Nelson County Sheriff’s Office and the Commonwealth’s Attorney refused to comment on the case.

Its simple (1) was the TV given to the EEC as a public entity or for the Mr. Utrro’s personal use? (2) Was the TV ever put on any public inventory for which Mr. Uttro had control of or access too? (3) Was the same TV that was given to the EEC installed at Mr. Uttro’s residence? (4) Did Mr. Uttro knowingly intend to embezzle the TV by not adding it to any public inventory? The Investigators had to show probable to a Magistrate to get both the search & arrest warrants.
