Police tell us Payne turned himself in at police headquarters Monday afternoon. Police say he was the driver of one of the cars that hit and killed 71 year old Carroll Donald Herring on March 29th. An officer caught up with Payne shortly after the incident, but it's not clear why charges were not brought until now.
Police are still searching for a dark colored Saab with front end damage.
