Virginia is one of 49 states with a law that requires motorist to "Move Over" and change lanes to give clearance to law enforcement officers on roadsides (Hawaii and Washington D.C. do not have a law).
Sgt. Darrell Byers says the Albemarle County Police Department's Traffic Unit will be on the roads in the coming days to make sure drivers are not going too fast and are wearing their seatbelts. During these enforcement efforts, they ask that you move over when you observe law enforcement officers on the roadside.
More than 160 U.S. Law enforcement Officer have been killed since 1999 after being struck by vehicles along America's highways. "Move Over, America" is the first nationally coordinated effort to educate Americans about "Move Over" law and how they help protect law enforcement officers.
The "Move Over" law was amended in 2010 to include not just red and blue lights, but also flashing amber lights for construction workers and tow truck drivers.

You hit the nail on the head!! I don't understand why people do that. If they are behind you then great move over to the RIGHT! Don't stop in the middle of the road. How are they supposed to get around you then?
One thing that chaps me, is when a rescue squad, fire truck, or police car is coming TOWARD you, many morons think they need to slam on their brakes and pull to the shoulder. The emergency vehicle is going in the opposite direction!! Why???
... and I'd like to remind police that holding a cell phone up to your ear or texting (both of which I have seen local cops doing) while your driving is a distraction that puts peoples lives in danger. If you want respect, perhaps you should follow the rules you are hired to enforce.
