SELC Report Takes Aim at Public-private Roads Act

CHARLOTTESVILLE, Va. (AP) - A report issued by an environmental group says the state's Public-Private Transportation Act is flawed.

The report issued Monday by the Southern Environmental Law Center concludes that the 1995 act lacks adequate safeguards to protect the public interest.

A spokesman for the SELC tells the Daily Press of Newport News that taxpayers are often left footing the bill for project costs, in addition to tolls paid by users. The act allows large private-sector construction consortiums to propose, design, build and operate projects funded with public dollars.

The statement notes only four PPTA projects have been completed since the law's implementation in 1995, but 18 more are partially completed, currently under construction, under contract or under consideration.
