The Mayor of Duluth, Minnesota has declared a state of emergency because of serious flooding.
Overnight, heavy rains pounded the city, amounting to more than five inches in less than 24 hours.
Minnesota Governor Mark Dayton has also signed a disaster declaration and authorized the National Guard to help Duluth cope with its flood damage.
