You buckle up for safety, and possibly soon to avoid a ticket. The Senate is giving grant incentives for states to pass laws that would allow officers to pull over and ticket drivers without a seat belt on.
Virginia is one of 29 states that doesn't have what is known as the primary seat belt law.
Virginia Senator George Allen is trying to block the plan, saying states should be allowed to come up with their own plans to increase the use of safety belts.
