Thirty five-year-old John Wayne Carter Junior was arrested today and charged with Carnal Knowledge of an inmate. The charges stem from an alleged incident that occurred on August 20th.
"We found out some information that there might have been some contact between an officer and an inmate and based on our initial investigation, we turned it over to the Commonwealth's Attorney," said Colonel. Ronald Matthews.
The incident occurred here at the Albemarle-Charlottesville Regional Jail. Carter had been a guard at the jail since February, having just completed the academy. Colonel Matthews said the incident is unfortunate because it sheds negative light on a good group of people.
"It is unfortunate that something has to happen like this because the people here work hard to try and make this one of the outstanding facilities in the state," Matthews said.
According to jail officials, this is only the second incident of this kind since the jail opened in 1974.
