We haven't heard from him in more than a year and Thursday Osama Bin Laden spoke out.
The CIA confirmed the voice on a new audio tape released on Al-Jazeera TV is that of the Al Qaeda leader.
Bin laden is threatening new attacks in the U.S. and says heightened security measures are not the reason there have been no attacks since 9-11.
Instead, he says 'major operations' take more time to prepare.
“The fact that it is audio instead of video is significant. It may mean that he is ill or injured or some other reason that would show up on the video tape that would not be to his interest,” said Professor Bob Tuner of the UVa Center for National Security Law.
The last videotape showing Osama Bin Laden alive aired in October of 2004.
