There is one group of people that can't afford to stay inside when the cold weather strikes.
One panhandler says he doesn't have the option of staying home.
So Floyd Kessinger leaves the camp he stays in or the bridge he gets cover under, and heads out to ask for money from street corners.
"They always been generous to me, always been good, on a sunny day I can come. Out here, no they do all the time. It ain’t gotta snow, it ain’t gotta rain, they do it every day.”
But for some panhandlers, the cold makes a long day outside even harder
"Today is not good but I got people telling me get a job, get the hell out of here, get a life...that kind of stuff."
Sometimes, if he's lucky, people will offer him a cup of hot coffee to get him through.
But according to Floyd, despite the cold outside, people are willing to roll down their windows to help him out:
"Charlottesville. Bully me in front of god, Charlottesville’s got the best people around in the whole united states. And I’ve been around. They are the most giving people out of their heart."
