Several factors put the commonwealth at the top of the list some of which include parents' education and kindegarten enrollment.
The nationwide report shows that kids in the commonwealth have the greatest opportunity to advance academically and professionally.
The news has educators excited and wanting to push even harder. Rosa Atkins of Charlottesville City Schools says the news is inspiring.
"It certainly does inspire us to continue to do, and make sure our students are succeeding at high levels."
The report also showed Virginia ranking fourth in pre-school enrollment and high school graduation rates.
