The overall cost of utilities could be going down slightly for people in Charlottesville.
According to a proposal submitted to City Council, the average single-family home would pay two cents less overall for water, gas and waste-water.
Water rates would be increased by 1.22 percent, while waste-water would go up by 6.38 percent. Gas rates would be decreased by 3.45 percent.
A final vote on this proposal is scheduled for May 20.
