Election Officials Reviewing Provisional Ballots in Democratic Primary

June 12, 2013

The results from Tuesday's Democratic primary left a tie for Charlottesville City Council candidates Bob Fenwick and Wes Bellamy.

The Electoral Board met Wednesday morning to go over the 12 provisional ballots which will decide who gets the second nomination.

Provisional ballots are cast by voters without a proper ID. Their ballot will be counted once they present a valid ID to officials.

Of the 12, six were verified and counted today. Three additional votes went to Fenwick and none for Bellamy.

There are still four ballots that need to be verified by officials.

The question now is, what happens if there is another tie after all the ballots are counted?

"If it remains a tie, then it goes to a recount," said Electoral Board Secretary Joan Schatzman. "Before the recount the candidates decide between them by lot who's going to win the election if it remains a tie after the recount. And they can choose a toss of a coin or a dealing of a card or whatever, but it's up to the two candidates."

Residents who cast a provisional ballot have until noon Friday, June 14, to verify their vote to officials at the Registrar's Office in Charlottesville.
