Fluvanna County delayed a decision allowing a new development near Palmyra.

The Fluvanna County Board of Supervisors considered changing the zoning on more than 230 acres north of Palmyra along Route 15. The property would surround Camp Friendship. The zoning would change the area from residential or planned community to a planned unit development, allowing a 952 unit development to move in.

24 people spoke on Wednesday night, all opposing the the development.

"The thought of having that many people who can just walk onto your property -- unless you build giant fences all the way around it -- is just unthinkable to me," said Chuck Ackenbom, the founder and owner of Camp Friendship.

"I think we'd be much better off, if there is going to be development, to have a coherent water and sewer plan in place first," said Angus Murdoch, a Fluvanna County resident. "I think that what they're proposing is vastly bigger than what anyone has anticipated anytime soon and certainly bigger than the current infrastructure can deal with."

The county planning commission had unanimously voted no on the change.

After about four hours, ending after midnight on Wednesday, the Fluvanna County Board of Supervisors voted to remand the proposal back to planning commission. This means the board is giving developers another chance to come up with missing water and sewer studies. The proposal will then return to the planning commission and then back to the Board of Supervisors.
