A former CEO of one of the nation's largest red-light camera programs is facing corruption charges.
Karen Finley of Redflex Traffic Systems, which also runs the red-light cameras in Albemarle County, allegedly gave a retired Chicago official around $570,000 in cash and benefits in exchange for helping the company land city contracts.
The ex-city official, John Bills, was indicted in May. His attorney claims he never took bribes and is “a scapegoat.”
