The Charlottesville City Council moves one step closer to passing a towing ordinance.
The ordinance would require property owners to post clear signs identifying when parking is not allowed, which towing company is responsible, and where the cars will be held.
Council scrapped a part of the proposal requiring the property owner to sign off on a tow before it happens.
The final ordinance will be up for a council vote at a future meeting.
