Charlottesville City Council approved a towing ordinance at its meeting Monday night, putting in place a number of reforms when a driver's car is towed.

The towing ordinance passed in a 4-1 vote.

The ordinance requires private property owners to post clear signs that say where drivers can park, when, and which towing company is responsible for upkeep of the lot.

The ordinance also requires the towing company to notify police within 15 minutes after a tow, and also supply a photograph displaying why a car was towed to the vehicle's owner.

Councilor Dave Norris was the only vote against.
