WASHINGTON (AP) - A central question as Congress considers immigration legislation is whether the 11 million immigrants already in the United States illegally should get a path to citizenship.

Some House Republicans are saying "yes," just as long as it's not a "special" path.

Others talk about providing many of those 11 million legal status short of citizenship, but letting them stay and work in the U.S.

It's not clear what that solution might look like, but some advocates see the House GOP conversation as a hopeful sign that an eventual deal is reachable.

The Democratic-led Senate has passed an immigration bill with a 13-year path to citizenship.

House Republicans reject the Senate measure, saying it creates a "special" path to citizenship that rewards lawbreakers.
