A new poll says thirteen percent of Virginia voters favor Bill Bolling for governor, even though he hasn't yet announced he's running.
Bolling has been considering for months whether to run as an Independent.
He says he'll announce his decision on March 14.
Bolling says he must raise ten million dollars for his campaign before that deadline if he wants to enter the race.
However, he can't hold any fundraisers until after the General Assembly session ends this weekend.
The poll from Quinnipiac University gives a slight edge to Democratic frontrunner Terry McAuliffe with 34 percent.
Republican frontrunner Ken Cuccinelli currently sits at 31 percent.
