Henrico County has agreed to build, own and operate the proposed $280 million Cobbs Creek Reservoir along the James River.
Tuesday's decision by the county Board of Supervisors ended years of debate and negotiations over the regional water project.
The reservoir will be located in Cumberland County. Henrico County agreed to pay Cumberland County $56.6 million over 50 years in lieu of taxes and reimburse $1.55 million that Cumberland County has spent on preliminary design.
Officials in both counties say the project will increase the availability of water in the region.
