Gov.'s Budget: Scarce Abortion Funding Unchanged

Gov. Bob McDonnell's budget amendments restrict state funding for abortion services.

But the Republican governor with a long history of opposition to abortion rights will allow state funding for a pro-choice license plate.

The governor's recommendation to the General Assembly is that Virginia provide no more funding for abortions than the federal government allows under the Hyde Amendment.

That federal law bans federal funding of abortion except in cases of rape or incest or danger to the mother's life from a full-term pregnancy.

McDonnell's budget recommendation does not single out Planned Parenthood, the largest provider of abortions. Virginia Planned Parenthood spokeswoman Jessica Honke says the recommendation also won't affect its services.
