The Virginia Waste Management Board is charging a larger yearly fee to operate a landfill.
The board increased the fee by 79 percent annually for landfill operators including local governments and private businesses.
The state Department of Environmental Quality says the fees are going up because of actions by the General Assembly this winter. Lawmakers took $1 million of the agency's funding for solid-waste programs and $1.25 million for clean-water programs to help balance the state budget.
The legislature authorized the waste board and the State Water Control Board to raise fees to recoup the money. The water board is scheduled to meet June 21 to raise some permit fees.
