About 177,000 Virginia homes and businesses remain without power after last weekend's storms, down from a peak of about 1.2 million.
Gov. Bob McDonnell announced the updated figure Wednesday. He said all hospitals are back on grid power. He says Dominion - the state's largest electric utility - reports that it is a day ahead of schedule for restoration with the vast majority of customers now expected to be back in service by Friday night.
McDonnell also said Virginia's death toll from the storm has risen to 12, with the addition of a fatality in Richmond.
Laura Southard of the state Department of Emergency Management said the death was caused by a falling tree, but no other details were immediately available.
Seven primary roads and 101 secondary roads remain closed.
