Tompkins pulled her van over to the shoulder and was walking in the right hand lane when she was struck, according to authorities.
The driver of the logging truck has been identified as 21-year-old Jimmie St. John II, of Keysville. He will not been charged.
Police say no other vehicles were involved in the collision.
