In 2010 Aaron Tobey took off his shirt at a security check point at Richmond International Airport, displaying the fourth amendment written on this chest. It was an act of protest against new TSA security screening policies and Tobey's belief that they violated his right and other's rights against unreasonable searches and seizures. Tobey was arrested that day, and said that the Richmond Airport Police and the Transportation Safety Authority violated his right to free speech.

Now a lawsuit filed by Tobey against the Airport Police has been settled.

The Charlottesville based Rutherford Institute represented Tobey during the case, and says that the settlement call for Richmond Airport Police to take part in a two-hour training course on the first and fourth amendments. Airport Spokesperson Troy Bell says that that training has been completed.
