Local Developer's Arrest Prompts Internal Police Probe

The Lynchburg Police Department is conducting an internal probe prompted by the arrest of entrepreneur and developer Oliver Kuttner.

City Manager Kimball Payne told "The News & Advance" that he requested the investigation after he spoke with Kuttner.

Kuttner was the leader of a team that won a $5 million prize for developing a car that can run for more than 100 miles on a gallon of gas. The 49-year-old Charlottesville resident was arrested October 12 and charged with expired registration and obstruction of justice without force.

Police Capt. Todd Swisher says there was some kind of altercation between Kuttner and the officer.

Kuttner says the incident and the investigation aren't a big deal.
