Toddler's Death in Foster Care Prompts Review of Agency

A 10-month-old boy's death in foster care has prompted a review of the Virginia Beach Human Services Department.

The review will be conducted by the Washington, D.C.-based Child Welfare League of America.

Human Services director Bob Morin tells The Virginian-Pilot that the league's findings will be made public. The department also is the target of an administrative review by the Virginia Department of Social Services.

Thirty-year-old Kathleen Ganiere is serving a 10-year sentence for voluntary manslaughter in the 2010 death of 10-month-old Braxton Taylor.

The boy's biological mother, 30-year-old Kristen Wall, has said she noticed bruises on him during a supervised visit and notified a social worker. The boy died two weeks later.
