NORFOLK, Va. (AP) - A special grand jury is recommending that a former Norfolk Community Services Board administrator be indicted for misuse of public funds.
The board put former employee Jill McGlone on paid suspension in 1998, but she continued to collect pay and benefits until May 2010.
In February, Norfolk Circuit Judge Charles E. Poston impaneled the special grand jury to investigate the case.
The special grand jury filed its report on Tuesday. It says former administrator Brenda Wise had the authority to eliminate the administrative pay, reinstate McGlone or terminate her employment, but failed to do so. It recommends a regular grand jury indict Wise.
Commonwealth's Attorney Greg Underwood said last year that investigations by police and the city attorney's office found no evidence of criminal wrongdoing.
